Pipeline-of-Evidence Protocol Applied to Educational Initiatives Supported by the Bill and Melinda Gates Foundation

Abstract

This study was designed to investigate the applicability of the IES/NSF pipeline-of-evidence protocol in ascertaining why two notable educational initiatives spearheaded and financially supported by the Bill and Melinda Gates Foundation achieved the goal of improved academic outcomes for K-12 public school students. We found that in the case of one initiative, research was absent for several stages in the pipeline and the initiative did not achieve its goal of improving the effectiveness of teachers. In the case of the other initiative, empirical evidence was manifest at all but one stage, and the initiative attained its goal of increasing the opportunity for underserved students to earn up to two years of college credits while still in high school.
